servod doesn't prompt if you have multpile raiden devices connected |

Issue descriptionIt used to be the case that servod would prompt you for which servo you would like to use if you had multiple connected. However, I find that if you have multiple raiden devices connected (e.g. - servo_v4 and a servo_micro), servod does not prompt anymore and seems to pick the wrong device. It also results in a bunch of errors complaining about "resource busy" (because there's already a servod running using that servo).

It is intended to not prompt for this common use case (1 servo_v4 and 1 servo_micro). Check the bug http://crbug.com/665186

Yes, I have servo_v4 going to one device and a servo micro going to a different device (different host ports). I could also have a SuzyQable plugged into a 3rd device. We should at least check the USB topology when deciding to prompt or not.

Checking the USB topology probably is the best solution. CC'ed to coconutruben@ and drinkcat@ who are interested in improving the way we handle servo_micro, by starting multiple servod instances (issue 825692).
