[SPv175] record_time regression in rasterize_and_record_micro.top_25

SPv175 record_time regression is expected because we do more things during recording, but less things in other steps (mostly during PrePaint). We need to look at the overall performance e.g. frame_time, prePaint+paint time, etc.

Because there are so many alerts associated with  bug 822812  and it's very time consuming to move the alerts here, let's just use  bug 822812  to track regressions of record_time. Closing this one.
