Enhancement request for GPO setting Extension Management Setting, enabling hyperlinks and MailTo in message box

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
It should be possible in the custom message defined in the  setting Extension Management Setting message to have a mailto:someone@example.com (so that users can click on the link and a new e-mail will open) and a hyperlink (e.g. http://www-intranet.MyOrg/sites/WorkingWith/Computers/ChromeHelp.aspx) so users can click on it in the dialog box that appears and the site would open.

What is the expected behavior?

What went wrong?
Today, MailTo is not supported, and neither are hyperlinks. Perhaps making this dialog box and HTML dialog box would resolve the problem.
