mouse wheel scrolling disables randomly in application windows

Issue description

Chrome Version       : 65.0.3325.184
OS Version: 10323.62.0
URLs (if applicable) : gmail.com (though maybe I just use gmail a lot and thats why)
Other browsers tested: N/A, but I do see this issue in the Hangouts Chrome OS app

What steps will reproduce the problem?
1. just use chrome os, it eventually happens, not sure how to trigger it consistently

What is the expected result?
I should be able to scroll windows using the mouse wheel

What happens instead of that?
I have to scroll using the cursor and dragging the scroll bar

Please provide any additional information below. Attach a screenshot if
possible.

Check if an update to 65.0.3325.209 fixes it.
didn't fix it.

Are you using a trackpad or mouse wheel? If you are using a mouse wheel does moving the mouse solve the issue?

If you use trackpad and then mouse wheel the mouse wheel scrolling gets disabled and this a a known issue that I am working on.

I go back and forth, I've seen that two finger scrolling with the trackpad
can also stop working, but I haven't figured out if its caused by going
back and forth from mouse wheel to trackpad, I'll try it.

Reproduction steps:

1. go to a window that extends beyond the viewport
2. scroll with mouse wheel
3. scroll with two finger trackpad gesture
4. scroll with mouse wheel -> doesn't work
