When there is an enrollment token or a dm token on the device, MachineLevelUserCloudPolicyManager will be put into the policy provider list in BrowserPolicyConnector. Hence, if a browser tests try to refresh the policies, CloudPolicyManager will hit the real DM Server and TIMEOUT the test.
