Add "Define" to Global longpress context menu

Issue description

Steps to reproduce the problem:
1. Long press on a word to highlight it and bring up the global context menu

What is the expected behavior?
There is no option to define as there is in the desktop version. You should be able to define a word without having to do a web search for it....it could pull it up from the bottom of the page or be somewhere visible on the tab you're viewing. 

What went wrong?
In the global long press context menu, there are options such as "Web Search" and "Translate" but "Define should be added to that, as that is already a feature in the desktop version of Chrome. I'm aware other apps have their own context menus, but define should be enabled to access the same library as is found in the desktop version. I've attached a screenshot of desktop and mobile, where it should be.

Did this work before? No
