Non-Regression : Page is not navigating to list of networks page after clicking on 'Back' arrow in Wi-Fi details page

Chrome Version: 67.0.3383.0/10550.0.0 dev-channel Gnawty,Paine and Cyan
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Click on  Uber Tray -> select Network and click on connected Network -> navigates to Wi-Fi connected in chrome://settings
(2)Now click on 'Back' arrow -> observe page navigates to chrome://settings page instead of list of networks page
(Please refer Video)

Expected: Page should navigate to  list of networks page after clicking on   'Back' arrow in Wi-Fi details page
Actual: Instead navigates to chrome://settings page

This is Non-regression Issue seen from M-62

Status: WontFix (was: Assigned)
This is expected behavior. If a network is navigated to directly from the System Tray, then 'back' will return to the main settings page since there is no navigation history.
