Regression : 'Enter PIN' text should be seen as ghost text at 'ENTER SIM PIN' Dialog box in Cellular Connection Page

Chrome Version: 67.0.3383.0/10550.0.0 dev-channel Gnawty,Paine and Cyan
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User ->Insert Mobile Dongle and ensure it is connected
(2)Now go to chrome://settings page -> At Internet Connection click on Cellular connection -> Navigates to Cellular connected page
(3)Now Enable 'Enable SIM Card locking(require PIN to use Mobile data) option -> 'ENTER SIM PIN' Dialog box is seen -> Observe 'Enter PIN' text i.e. 
a)it should be seen as ghost text and after PIN is entered text should be seen at top side
(or)
b) Only 'Enter PIN' text  should be seen as ghost text
(or)
c)And after clicking outside of the cursor ->'Enter PIN' text should be seen as ghost text at cursor
(Please refer Video and Screenshot)


Expected: 
a)'Enter PIN' text should be seen as ghost text and after PIN is entered text should be seen at top side
(or)
b) Only 'Enter PIN' text should be seen as ghost text
(or)
c)And after clicking outside of the cursor ->'Enter PIN' text should be seen as ghost text at cursor

Actual: Instead
a)'Enter PIN' text is seen at top side of the Cursor
(or)
b)And after clicking outside of the cursor ->'Enter PIN' text at top side of the Cursor

This is Regression issue as same is working fine in M-63

Note: 
1.Issue is seen in 'Change SIM PIN' Dialog box and 'SIM card is locked' Dialog box also
2.In Sign-in Page observe 'Enter email id' text behavior 
(Please refer 'Expected_TextInSignInScreen' video)
3.Issue is seen on M-64, M-65 and also on M-66
