Regression: Unwanted flickering is seen on the Virtual keyboard when device is in tablet mode

Chrome Version: 67.0.3383.0/10550.0.0 dev channel Cyan, Minnie
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> switch to tablet mode and click on app launcher 
(2)Open any folder and click on it's name and try touching on space bar continuously on the virtual keyboard and observe

Actual: Unwanted flickering is seen 
Expected: No such flickering should be seen

This is a Regression issue as same is working fine in M65 Stable

NOTE: Issue is also seen in M66 beta

The flickering seems to occur on the suggestion texts which does not exit in the second video, is it possible this is not a regression?
Also, I tried in the search box of Settings, the flickering occurs too. So I don't think this is folder related.

Maybe this is a virtual keyboard bug.

This bug has a target milestone that has passed.  Please help bug cleanup: mark it closed or update/remove the milestone target.
