After dragging tab out focus stays on reload button on tap/touch.

Chrome Version: 67.0.3390.0 (Official Build)Revision ae47769a6d274cb8eeca0f8e7b9198d0b043975f-refs/heads/master@{#548636}(32/64-bit)
OS: Windows 10 Touch device

What steps will reproduce the problem?
(1)Launch chrome and open any 2 pages for e.g chrome://settings
(2)Drag tab out from original window and tap on reload button, observe


Actual: After dragging tab out focus stays on reload button on tap/touch. 

Expected: After dragging tab out focus should not stay on reload button on tap/touch.

This is Win 10 touch device specific Non-regression issue seen from 'M60' series i.e 60.0.3072.0

Note:
1. Issue not seen on Win(7,8,8.1,10),Linux(14.04 LTS) and Mac(10.12.6, 10.13.1, 10.13.4) OS
2. Issue is seen on M-65 Stable (build #65.0.3325.181), M-66 Beta (build #66.0.3359.81) and M-67 Dev (build #67.0.3386.1).

Status: Untriaged (was: Unconfirmed)
As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.

Mass UI Triage Update:

Unable to reproduce the above issue on Win 10 touch device using latest canary #72.0.3610.0. Please refer attached screen cast for same.
