Issue descriptionChrome Version: 67.0.3390.0 (Official Build) ae47769a6d274cb8eeca0f8e7b9198d0b043975f-refs/heads/master@{#548636}(32/64 bit) OS: Win(7,8,8.1,10),Linux(14.04 LTS) and Mac(10.12.6, 10.13.1, 10.13.4). Steps to reproduce: 1. Launch Chrome and go to chrome://settings/ . 2. Press tab key until focus reaches to 'Content settings' and press enter button. 3. Again press tab key once ,press enter key and observe. Actual: Focus does not stay on content setting on back navigation. Expected: Focus should stay on content setting on back navigation. This is Regression issue broken in 'M-67’ and Using the per-revision bisect providing the bisect results, Good Build:67.0.3368.0(Revision: 542341) Bad Build: 67.0.3369.0 (Revision: 542817) You are probably looking for a change made after 542361 (known good), but no later than 542362 (first known bad).
