OS : Windows(7,8,10), Linux(14.04 LTS), Mac(10.12.6, 10.13.1, 10.13.4) 

Steps to reproduce:
1.Launch chrome and Navigate https://permission.site/
2.Click on 'Auto download' button and observe.

Actual Result : File gets automatically downloaded even before allowing the permission.
Expected Result : File should get download after clicking on 'Allow' button in permission bubble.

This is a regression issue broken in ‘M-67’, and providing bisect info below(Unable to provide bisect using per-revision script):
Good build : 67.0.3389.0(Revision:548274)
Bad build : 67.0.3390.0(Revision:548636)
