Chrome Policy - Report details to Google for Harmful software

Issue description

I can't find any policy that controls the option to report or not details from harmful software scans to Google. 

I actually think this is a P1 policy request given the potential sensitivity of this information.

Turns out Chris is a popular name :)
I haven't thought about this particular bit before, but I have recently been thinking more about the CCT and its interactions with enterprise.

There are a couple of different scenarios here and we'll also need to make sure that any new policies we add aren't easily abused by UwS.

Robert has volunteered to setup a skeleton design doc for this issue.
