Regression:Nothing happens after clicking on gear icon of 'office inline' extension bubble.

Issue description

Chrome Version:67.0.3389.0 (Official Build) Revision 58f84d059486796cc3652797eab5eab997720cad-refs/heads/master@{#548273}(32/64-bit) 
OS:Win(7,8,8.1,10) and Linux(14.04 LTS).

What steps will reproduce the problem?
(1)Launch chrome and install office inline extension from https://chrome.google.com/webstore/detail/office-online/ndjpnladcallmjemlbaebfadecfhkepb?hl=en
(2)After installing extension click on gear icon(i.e notification settings) from extension bubble and observe


Actual: Nothing happens after clicking on gear icon of extension bubble.

Expected: Notification settings overlay should appear after clicking on gear icon of extension bubble.

This is a regression issue broken in 'M66' and below is the manual bisect info
Good Build: 66.0.3355.0 (Revision:539002)
Bad Build:  66.0.3356.0 (Revision:539380)

Note: Issue not seen on Mac (10.12.6,10.13.1,10.13.4) OS

You are probably looking for a change made after 539066 (known good), but no later than 539067 (first known bad).
CHANGELOG URL:
The script might not always return single CL as suspect as some perf builds might get missing due to failure.
