[Findit] Flake Detection - Polymer components for detected flakes

Flaky tests and flake occurrences now have polymer models. These
models work by getting passed a json serialization of the ndb
model associated with them.

Notable changes here:
* Fixed up the expandable card so it centers the header div
  and left-aligns the text.
* Added (and tested) two polymer classes, one for flaky tests and
  the other for child occurrences.
* These polymer elements work by grabbing the json serialized version
  of the ndb classes, which seems like a great idea to me, but I
  could be completely wrong.
