It appears that under certain conditions it can happen that the video capture service hangs during shutdown, potentially in the destructor of class ServiceImpl [1].

Such a hang would lead to the symptom of the video capture service process staying alive and consuming resources. A new instance/process of the video capture service will be started when a client wants to connect. If that instance then also hangs on shutdown, multiple hanging instances can build up over time.
