Support headset activation in WebXR |

Issue descriptionWith WebVR, developers could receive a signal that the user had put on a VR headset and immediately request VR presentation (without further user activation/gesture). WebXR does not provide such a signal or otherwise provide such a path. We should fix this to reach parity with WebVR. Doing so will depend on ongoing spec discussion, such as https://github.com/immersive-web/webxr/pull/256.
