[IO Thread hang] QuicChromiumClientSession::NotifyFactoryOfSessionClosed

See trace attached, that task runs for 19 seconds on the IO thread.

It was posted from QuicChromiumClientSession::NotifyFactoryOfSessionClosedLater.

It invokes QuicStreamFactory::OnSessionGoingAway() which is potentially slow if any of the data structures involved are huge (e.g. session_aliases_, session_aliases_[session], gone_away_aliases_, active_sessions_.erase(session_key)) ?

Every few seconds the browser freezes for 20 seconds. This is in 65 stable. It's so bad Chrome is barely usable and I've had to switch to another browser to do basic things like reading email.

I'm upping the priority and making it a ReleaseBlocker to reflect the severity until we figure out how widespread this is.

Hmm, I'm back to using Chrome today (same version as last time, 65.0.3325.181) and currently not experiencing any freeze issues. I'll check back if I have problems.

I am not able to reproduce anymore. Note that I am still on the same version, 65.0.3325.181.

Downgrade the priority of this issue and removing ReleaseBlock-Stable since this bug is not reproducible by the reporter and we didn't receive any other similar reports. 

Feel free to retag when you're able to reproduce the issue with more details.
