Layout Test fast/events/touch/scroll-without-mouse-lacks-mousemove-events.html and its virtual variants are flaky

The following layout tests are flaky on multiple platforms:

fast/events/touch/scroll-without-mouse-lacks-mousemove-events.html
virtual/mouseevent_fractional/fast/events/touch/scroll-without-mouse-lacks-mousemove-events.html
virtual/scroll_customization/fast/events/touch/scroll-without-mouse-lacks-mousemove-events.html

The flakiness dashboard is missing some Mac & Windows bots. I know the tests are also flaky on Windows CQ bots based on some anecdotes (e.g. https://crrev.com/c/996757). I'm not aware of flakiness on Mac, so I'll mark it as flaky on Linux and Windows for now.
