Issue descriptionChrome Version: 67.0.3389.0 (Official Build) canary (64-bit) (cohort: Clang-64) OS: Windows 10 Version 1607 Build 14393.2068 What steps will reproduce the problem? (1) Go to plus.google.com (2) Scroll the page using mouse wheel What is the expected result? Page should scroll. What happens instead? Sometimes (50/50?) page doesn't scroll at all. Reloading the page doesn't fix the problem. I noticed this on previous Canary too.

I tried scrolling with both mouse wheel and trackpad on Canary 67.0.3390.0 and Canary 67.0.3389.0 and wasn't able to reproduce the bug after several attempts.

Note that it only happen in one of my tabs, if I load Gmail in a different tab the problem doesn't repro... I can grab a full dump of the process if needed.

Thanks, please capture a trace: https://www.chromium.org/developers/how-tos/submitting-a-performance-bug Ideally, if you could wait until tomorrow's Canary we just added some extra tracing information which may be helpful.

Unable to reproduce the issue on Win-10 pro version 1703 using chrome reported version #67.0.3389.0 and latest canary #67.0.3390.0. Attached a screen cast for reference. Following are the steps followed to reproduce the issue. ------------ (1) Navigated to plus.google.com (2) Scrolled the page using mouse wheel. (3) Observed that the page scrolled without any issues or lag. sunnyps@ - Could you please check the issue by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.
