I am creating unittests for the KeyboardLock feature which have different behavior based on the set of keys which are locked.  At the moment these tests don't run on Fuchsia because the map used to convert between DomCode and ScanCode maps all values to 0:

Technically this condition is true for all platforms which are not Windows/Linux/MacOs/Android.  It is affecting my tests on the Fuchsia trybot so I'm filing it here : )
