Windows 10 Emoji keyboard sometimes misplaced

Chrome Version: 67.0.3389.0
OS: Windows 10 16299.125 "Fall Creators Update"

What steps will reproduce the problem?
(1) Visit Twitter
(2) Focus the search box
(3) Hit Windows+Semicolon

Expect: Emoji keyboard appears next to the search box

Actual: Keyboard sometimes appears docked to the left edge of the window, centered vertically.
