What steps will reproduce the problem?
(1) Instance ChromePublic.apk to the device.
(2) Open chrome://inspect/?devices#devices and hit inspect.

What is the expected result?
The Devtools window loads for the mobile tab.

What happens instead?
Fails with 404 Not Found The resource could not be found. I tried on Nexus4 and the chrome version on my desktop is 65.0.3325.162. Other options work, I can reload and close the tab and collect traces but can't inspect.
