I'm also having this problem in recent builds. Seems to happen at random. Moving the mouse helps.

There are multiple 'scrollable' areas when viewing my email at https://inbox.google.com:

1. the sidecar listing my bundles (also lists 'Inbox', 'Snoozed', 'Done', etc)
2. the area showing the actual emails in my Inbox

When using a bluetooth mouse, the scrollbar only works in #2. For #1, I have to click and drag the scroll bar in order to scroll.

Chris do you have a bug number, or why did you file here? This is about the mouse wheel. (And it's still an issue BTW... 66.0.3359.117 (Official Build) (64-bit))

I just wanted to paste additional info for debugging here. But I also decided to file a separate ticket: https://bugs.chromium.org/p/chromium/issues/detail?id=836281

I tried filing this issue internally (I'm a Google employee) but they told me to file it in the public tracker.

And my issue occurs when using a bluetooth mouse. This is mentioned in my notes that I pasted. Looking back, I should have indicated that in the title.

I will close this bug since there have been a few bug fixes related to wheel scrolling on M66.

kastis77@ please file a new bug if it happens on the latest stable build.

chriswillmorris@ seems like what you saw was related to crbug.com/820979 which is fixed in M66.
