CSS Transitions: slow transform/height animations on nested elements

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. load the attached html page
2. click on the box
3. click on it again
4. you should see frames dropping

What is the expected behavior?
like in older versions of chrome, and in firefox, frames should not drop and the animations should appear smooth.

What went wrong?
see the attached video. frames drop.

Did this work before? Yes From what I can tell, Chrome 61.0.3163.140. Frames may not drop at later versions before Chrome 65.0.3325.181.

Does this work in other browsers? No
 Blink-based browsers reporting themselves based on Chromium 65 and 66 all exhibit performance issues. Including: Opera 52.0.2871.40, Chrome-Stable (65.0.3325.181), and Chrome-Beta (66.0.3359.81).

The performance issue is not exhibited by Chrome-Unstable (67.0.3386.1), or QtWebEngine 5.10.1 (which purports in its useragent string to be based on Chrome/61.0.3163.140). The issue is also not exhibited by Firefox 59.0.2 (Quantum).

Unable to reproduce the issue on chrome reported version 65.0.3325.181 using Ubuntu 14.04 & 17.10 with steps mentioned below:
1) Launched chrome reported version, dragged and dropped the provided in comment#0
2) Clicked on the box, again clicked on the box, didn't observed any drop in frames and Animations are seen smooth.

@Reporter: Please find the attached screen cast for reference and provide your feedback on it, try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists.
