Misplaced drop shadow is seen on certificate details sheet

Steps to reproduce the problem:
1. Open certificate details
2. Close certificate details

What is the expected behavior?

Drop shadow overlaps omnibox

Able to reproduce the issue on reported version 67.0.3389.0 and latest chrome 67.0.3390.0, stable 65.0.3325.181 and Beta 66.0.3359.81 using Mac 10.12.6 hence providing Bisect Info

You are probably looking for a change made after 515186 (known good), but no later than 515187 (first known bad).
