Regression : Grey focus stays on 'Minimize' button after re-opening the minimized browser.

Issue descriptionChrome Version : 67.0.3389.0 (Official Build) 58f84d059486796cc3652797eab5eab997720cad-refs/heads/master@{#548273} 32/64-bit OS : Windows 10 What steps will reproduce the problem? 1. Launch chrome and pin it to the Windows Taskbar. 2. Minimize the browser, right click on Chrome icon in Taskbar and select 'New incognito Window' option. (Incognito window appears) 3. Close the incognito window and reopen the minimized chrome window. 4. Observe the grey focus on browser's 'Minimize' button. Actual Result : Grey focus stays on 'Minimize' button after reopening the minimized browser window. Expected Result : Grey focus should vanish from 'Minimize' button after reopening the minimized browser window. This is a regression issue, broken in M-67 and providing the bisect using per-revision script: Good Build : 67.0.3377.0 (Revision : 544611) Bad Build : 67.0.3378.0 (Revision : 544931) You are probably looking for a change made after 544787 (known good), but no later than 544788 (first known bad).
