Focus gets stuck on Extensions main menu icon on pressing tab

Issue descriptionChrome Version: 67.0.3389.0 (Official Build) Revision 58f84d059486796cc3652797eab5eab997720cad-refs/heads/master@{#548273}(64 bit) OS: Mac(10.12.6,10.13.1,10.13.4) What steps will reproduce the problem? (1) Launch chrome, navigate to chrome://settings. (2) Click on 'Extensions' option under Settings list on LHS of the page to navigate to chrome://extensions (3) Click on 'Keyboard shortcuts' option on LHS of the page to navigate to chrome://extensions/shortcuts (4) Press Tab key to get focus on all the controls on the page and observe. Actual: Focus gets stuck on Extensions main menu icon. Expected: Focus should traverse through the entire page. This is a non-regression issue, seen from M-67 build #67.0.3382.0. NOTE: 1. 'Extensions' option was added under chrome://settings from build #67.0.3382.0 2. This issue is not reproduced by navigating directly to chrome://extensions/shortcuts
