Precondition : Enable (RTL) #force-ui-direction flag from chrome://flags

Test URL : http://unec.edu.az/application/uploads/2014/12/pdf-sample.pdf

What steps will reproduce the problem?
1. Launch chrome and navigate to above test URL.
2. Zoom in the pdf such that horizontal scrollbar appears on the pdf.
3. Try to scroll horizontal scrollbar and observe.

Actual Result : Horizontal scrollbar does not work for any PDF page in RTL mode.

Expected Result : Horizontal scrollbar should work for all PDF pages in RTL mode.

This is a non-regression issue seen from M-60 series build #60.0.3072.0
