Non-Regression: Sign-out screen is seen instead of lock screen when device is locked in Sync overlay

What steps will reproduce the problem?
(1)Recover build>> Sign-in to user>> In Sync overlay, lock the screen using Search+L and observe

Actual: Sign-out screen is seen instead of lock screen
Expected: Lock screen should be seen 

This is a Non-Regression issue seen from M66

That's in-session OOBE, likely we will just want to disable locking.
