What steps will reproduce the problem?
(1)Recover build -> In OOBE screen click on "Let's go" > In 'Connect to Network' screen Connect to any Wi-Fi network 
(2)Now in EULA screen observe Default Blue focus is at "Google Chrome OS Terms" frame(Able to scroll on using Up and Down arrow buttons)
(3)Click outside of screen -> Observe unable to scroll "Google Chrome OS Terms" using Up and Down arrow buttons(but Blue focus is at that frame) i.e. again need to press 'Tab' button to bring focus on frame (or) click on 'Back' button and again 'Next' button so that able to scroll

(4)Press 'Tab' button until focus is on 'Uber Tray' -> Now again press 'Tab' button -> observe no indication about tab focus is at  at "Google Chrome OS Terms" frame i.e. on tabbing blue focus should get highlight around frame to indicate about tab focus

Expected:
a)After Step (3)  Should be able to scroll "Google Chrome OS Terms" frame When clicked outside of screen 
b) After Step (4) i.e.   on tabbing blue focus should get highlight around frame to indicate about tab focus
c)Default Blue focus should not be at "Google Chrome OS Terms" frame
 
Actual: Instead
a) After Step (3)  Unable to scroll "Google Chrome OS Terms" frame When clicked outside of screen but still Blue focus is at "Google Chrome OS Terms" frame    and 
b)After Step (4) unable to identify when tab focus is at Frame   
c)Default Blue focus is at "Google Chrome OS Terms" frame

This is Non-Regression Issue seen from M-62
