After start first loading tooks around 1min

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Example URL:
any url

Steps to reproduce the problem:
1. chrome is closed
2. starting chrome to browse to any website
3. first loading tooks around 1min, after it loads correctly no issue until next restart of chrome

What is the expected behavior?

What went wrong?
Problem occurred with the actual Version of Chrome.
With an older Version my IT Desk has installed for me there was only a problem saying the my profile is not valid on this old Version, but pages load immediately after starting chrome. Then I've update again and the problem also came back.

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 65.0.3325.181  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Different problem: This is the name of my Exgirlfriend and she accidentally registered under my already logged in profile "waerediefrage" a new Mail address. She never used it but Once this was done I didn't get the chance to change this.

Thanks for filing the issue!

Unable to reproduce the issue on reported chrome version  65.0.3325.181 using Windows 7 with the below mentioned steps.
1. Exited chrome and Launched it again.
2. Navigated to http://www.bbc.com/
After hitting enter with the above URL in omni box the Page loaded with out any delay.

@Reporter: Could you please share the URL in which the issue is seen with delay in page load. Please check the same in a new profile with out any apps and extensions and let us know if the issue still persists.

Steps done by my IT Support (company Laptop)
1. reinstalling Chrome to an older Version, pages were loading, but it always could not login to my google account and created an error message saying this
2. updated chrome to the actual version, no plugins installed, not logged in into my google profile, the error was back
3. the error occurs on every page I try to load, seems like it is not related to a specific one. Always when I restart chrome I could not load any site, tooks minimum 1min even up to 3mins.

If necessary I could also share my screen to show the problem. But as mentioned above this is a company laptop and I don't have administrator rights.

@Reporter: Would you be able to try re-launching Chrome but then navigate to some website in Incognito mode?  Some extensions or undesirable data exists in the user's profile.
Status: WontFix (was: Unconfirmed)
As there is no response from the reporter for more than one month.
Hence, closing the issue as wontFix.
Please feel free to raise a new issue if the issue is reproduced with latest chrome builds.
