Regression: [DevTools] Lower border of 'Find-in' textbox and 'Cancel' button are seems to be chopped.

Issue description

Chrome Version: 67.0.3389.0 (Official Build)Revision 58f84d059486796cc3652797eab5eab997720cad-refs/heads/master@{#548273} 32/64-bit.
OS: Win(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.4) and Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome, open DevTools and dock it to bottom.
2. Press "Ctrl+F" key from keyboard to open 'Find-in-box' under Element section.
3. Completely resize the DevTools window from top to bottom and observe the Find-in-box.

Actual: Lower border of 'Find-in' textbox and 'Cancel' button are seems to be chopped. 
Expected: Lower border of 'Find-in' textbox and 'Cancel' should seen properly.

This is a regression issue broken in M-61 series, below is manual regression range.

Good build: 61.0.3121.0 (Revision: 477035)
Bad build: 61.0.3123.0 (Revision: 477506)

You are probably looking for a change made after 477193 (known good), but no later than 477194 (first known bad).

NOTE: This issue is also reproducible on M-65 Stable (build # 65.0.3325.181) and M-66 Beta (build # 66.0.3359.81) and M-67 Dev (build # 67.0.3386.1)

Marking as WontFix.  When the height of DevTools is too small, we will accept that some elements such as the Find input will be cutoff.  In Elements, the breadcrumbs' minimum height taking priority is acceptable.  Similarly in Console, the filter toolbar's minimum height taking priority is acceptable as well.
