Input is clickable under Position Sticky Div section

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.81 Safari/537.36

Steps to reproduce the problem:
1. Have position fixed div with controls inside it, along with inputs outside the fixed div
2. Scroll such that content outside the fixed div is underneath
3. Try to click around

What is the expected behavior?
1. Fixed div and content should be clickable, and not the invisible stuff scrolled underneath?

What went wrong?
Content underneath is clickable, blocking 

Did this work before? No 

Does this work in other browsers? Yes

This is an page behind an authenticated reg wall, so I can't share it...

But the fixed panel is inside a div with overflow, which is what the side scroll is from.  As the side navigation and top black bar are always there.

Adding more details... as a temporary hack, I've added transform: translateZ(0) seems to alleviate the issue.

Here is the CSS.

  position: -webkit-sticky; 
  position: sticky;
  top:0;
  z-index:1;
  background:#fff;
  border-bottom: solid 1px #ededed;
  white-space: nowrap;
  transform: translateZ(0);
}
Created a fiddle reproducing the issue: https://jsfiddle.net/5wknm876/17/

It seems to be fixed on Canary though (Version 67.0.3390.0 (Official Build) canary (64-bit)).

I can also confirm the the transform: translateZ(0); workaround works!

Tested the issue on chrome reported version 66.0.3359.81 using Mac 10.12.6 with steps mentioned below:
1) Launched chrome reported version and opened jsfiddle: https://jsfiddle.net/5wknm876/17/(given in comment#6)
2) After scrolling to the bottom clicked on "click me after scroll" link, observed scrollbar get back to top of it
Observations: Tested the issue on latest chrome# 67.0.3390.0, even seen same bahaviour

Hi @viswa.karala,

Actually it may seem odd, but to me it only happens on the laptop screen - external monitor is fine.

It also seems to happen until the scrollbar is visible. If I wait until it disappears, the link works fine again. See screencast below.

Would be good to understand if this is the same issue as the original post and if the reporter can see the issue on that jsfiddle.

Here is a sample url that has the problem description:

It doesn't seem to appear anymore in the latest Canary. Reporter feel free to comment here or open a new issue with a reproducible sample url if you still see the issue.

I believe the scroll bar issue it a totally different thing and it is not related to this issue. Note that when the overlay scrollbar is visible you cannot click anything underneath.
