Chrome steals shortcut keys from Crostini windows

Chrome version: 67.0.3383.0 (Official Build) dev (64-bit)
OS: Chrome

Repro steps:
1. Install Crostini.
2. Install a GUI app, e.g. gedit.
3. Inside gedit, press Ctrl-N.

Expected: A new gedit window is created. 
Actual: A new Chrome window is created.
