Keeps saying sign in with user account won't recognise me

Could you please provide more detail, i.e.what device is used, what "Power on frp stuck" means and etc? Is it a problem with Chrome on Android per OS version checked here?

Status: WontFix (was: Unconfirmed)
This is not a bug in chrome, but rather factory reset protection in Android. Unfortunately, there's no workaround for this - if you don't have credentials for your FRP account you will not be able to exit the Android SetUp Wizard. I recommend contacting the manufacturer of your device.
