Variation Selector 16 at beginning of run leads to stacked words

Issue description

Chrome Version       : 65.0.3325.181
OS Version: OS X 10.13.3

What steps will reproduce the problem?
1. Create a Text node with a Variation Selector-16 (\uFE0F) at the start, some characters and a single space somewhere in the middle

What is the expected result?
Text renders normally

What happens instead of that?
The first word is pushed on top of the second word

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on reported chrome version 65.0.3325.181 and on the latest canary 67.0.3387.0 using Mac 10.13.1.
Note: Issue is not seen on Windows 10 and ubuntu 14.04.

As the issue is seen from M60(60.0.3072.0) considering it as Non-Regression and marking it as Untriaged.
