mouse wheel does not work when doing certain action

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3388.0 Safari/537.36

Steps to reproduce the problem:
1. press the mouse wheel once to enter auto scroll mode, move up and down and exit auto scroll mode
2. try to move around the web page up and down with the mouse wheel and you can not do it
3. enter the automatic scroll mode move up and down the web page and exit the mode, and you can use the mouse wheel again

What is the expected behavior?
that when leaving the auto scroll mode the mouse wheel works normally

What went wrong?

Step 1 is: press the mouse wheel once to enter auto scroll mode do not move up and down but exit auto scroll mode without having moved anything

 hacker56756@ thanks for the bug report, I marked this as a duplicate of 829794 since the title in 829794 describes the problem more accurately and it is easier for other users to find it if they see the regression and want to file a bug.
