JAWS screen tracking highlight not following caret if Chrome zoom not at 100%

Issue description

Google Chrome 67.0.3388.0 (Official Build) canary (64-bit) (cohort: Clang-64)
Windows 10 Enterprise Version 1607
JAWS 2018.1803.38 64-bit English ILM

Steps to repro:

# Launch JAWS and Chrome at 100% zoom
# Navigate to http://www.freedomscientific.com/JAWSHQ/JAWSHeadquarters01
# Start typing h several times to navigate by heading
# Confirm that JAWS tracking highlight is visible at 100%
Pass
# Change Chrome zoom to 75% using ctrl minus
JAWS tracking highlight is no longer visible. 

Original report from end user: 
On this page JAWS is reading “Tandem with JAWS” header. As you can see this header is not visible on page, visual tracking is not scroll the page down.

I retested with JAWS2018.1803.80.400 on win 10 64 1709.16299.309 fall creator

Google Chrome version 67.0.3379.0 canary (64 bit)

Scenario:

1. Start JAWS

2. Open Chrome Canary with page:

http://www.freedomscientific.com/JAWSHQ/JAWSHeadquarters01

3. Change zoom to 75% and have page not maximized on your screen.

Page had Headquarters:

JAWS Headquarters

Access to Applications You Need

Access MathML Content Rendered In Internet Explorer and Firefox

Tandem with JAWS

SurfUp Training

Online Training

RSS Feed on the Web

International JAWS

4. Wait until JAWS start talking

5. Press "H" letter on keyboard, continue pressing “H” couple times until you reach Tandem with JAWS header.

6. Observe the scrolling on the page.

Result: User can see when JAWS is reading the headers which is visible on the screen, but when JAWS is reading the "Tandem with JAWS" header, which is not yet visible on the screen, page is not scrolled into view as expected.


You can look for instances where IE scrolling the page with the same scenario.


 
User is requesting an update on this bug indicating that it should be addressed urgently to solve onscreen tracking issues for partially sighted users.

Removing the word Docs from this bug for two reasons:

The user supplied steps not related to docs.

User should not be using the virtual cursor inside docs.

Resolving because I can't reproduce. The JAWS virtual cursor highlight is not working for me on the above page - the focus is completely off in both Chrome and Firefox for all pages. The focus highlight is not tied to the text. However, there is no difference in focus appearing at any zoom level - it is in the same location and visible regardless of zoom level.

Verified that I can't reproduce this behavior, highlight works as expected when zoom is at 100% and other values besides 100%.
