Since M58, Chrome chases intermediates when a certificate verification fails on Android (issue 657549). We should enable this behavior for Android WebView too. There will be some performance hit (fetching intermediates, storing intermediates on disk), but we know that missing intermediates cause a lot of failures for users so it's probably worth turning it on. (Plus, it'll make webview and Chrome behave more consistently, which is nice.)
