Some duts have shared servo ports in AFE

Some DUTs or Servo in AFE are shared servo port in AFE database. 

E.g.

$ atest host stat chromeos6-row1-rack14-host13 | grep servo_
servo_host : chromeos6-row1-rack14-labstation
servo_port : 9990
servo_serial : ND00215


$ atest host stat chromeos6-row1-rack14-host19 | grep servo_
servo_host : chromeos6-row1-rack14-labstation
servo_port : 9990
servo_serial : C1706310346

pass haoweiw@ to answer what servo_port I should change it to.

"atest host mod --attribute=ATTRIBUTE" should do it?

Well, the problem here is not what we should change to, is how to prevent duplicate assignments. And introduce a mechanisms to not allow duplicates in AFE
