During migration from buildbot to Luci, the build number will be bumped. Usually it is 10, but it could be as large as 1000 like for "Win7 Tests (1) (dbg)".

Luckily, flakes on "Win7 Tests (1) (dbg)" are rare, none in the past 400+ analyses. And we haven't seen a failure due to this yet on other migrated builders/testers.

So this is not an urgent case.
