Support glyph substitutions for variable color fonts

Expected: Animations should display in color
Actual: Animations display as contours/outlines

Tested on Mac and Linux so far, Windows might fail too.

Both cases working on Canary 67.0.3388.0 on Mac OS 10.13, not working on ToT/Canary on Linux, so only an issue with FreeType backend for variable/color fonts.

The two example fonts are variable COLR/CPAL fonts, so this isssue depends on cross platform COLR/CPAL support.

Works in 68 and ToT on Mac.
Yes, it depends on a few things at the moment, it should work on Linux too. What's missing here is reliably setting the right font backend depending on what is available from the platform, in that sense it's similar to cross platform COLR/CPAL support.
