Scrolling with trackpad immediately breaks mouse scroll wheel

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 10323.62.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.184 Safari/537.36 Platform: 10323.62.0 (Official Build) stable-channel edgar Steps to reproduce the problem: 1. Load any page in Chrome that is large enough to scroll (including system dialogs) 2. Scroll the page using 2 finger swipe on the trackpad 3. Try to scroll the page using the mouse wheel What is the expected behavior? The page should scroll. What went wrong? The page doesn't scroll. In fact, once the trackpad scrolling has been used, the entire Chrome process needs to be restarted to enable mouse scrolling again. Did this work before? Yes 64 Chrome version: 65.0.3325.184 Channel: stable OS Version: 10323.62.0 Flash Version: This is affecting a large number of our ChromeOS users (who interchangeably use the trackpad and mouse)
