Issue descriptionChrome Version:65.0.3325.209/10323.67.0 Stable channel Daisy,Kip,Reks OS: Chrome OS What steps will reproduce the problem? (1)Recover Build >>go to 'Sign into your Chromebook' screen (2)Enter a valid Email Id >>click 'Next' and observe double shaded screen(please refer video attached) Actual:Double shaded screen is seen after giving a email id and clicking Next Expected: No such Double shaded screen should be seen This is a Non-Regression issue seen from M62 @wzang: Please confirm the issue

I believe Gaia doesn't render page in this way and this may not be a Gaia issue.
