'Enter SIM PIN' dialog scrolls with internet details dialog window

Issue description

Chrome Version:65.0.3325.209/10323.67.0 Stable channel Daisy,Kip,Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Connect Dongle >>Turn on mobile data
(2)Open Network Settings from ubertray>>click on'Enable SIM card locking'toggle button>> 'Enter SIM PIN' overlay opens 
(3)Now Scroll and Observe unnecessary scrollbar (Please refer video)

Actual: Unnecessary scrollbar appears when Enter SIM PIN overlay is opened
Expected: No need of such unnecessary scrollbar when Enter SIM PIN overlay is opened

This is a Non-Regression issue seen from M64( Sim card locking feature introduced from M64)

NOTE: Issue is seen on M65 and M66 also

dpapad@ - The network config UI is hosted in a WebUI dialog window which scrolls. When we show the 'Enter SIM PIN' dialog on that, the scroll bar for the host window still appears when the mouse cursor is over it.

This behavior does not happen for the main Settings page. Any thoughts as to why this might be happening?

Pretty low priority issue.
