speechSynthesis - SpeechSynthesisUtterance.onend - end event not always fired

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. create a queue of synth phrases and reproduce them

using my attached file:
1. run the html file using Chrome with an opened console
2. wait until the test is finished
3. check if expected and actual values

What is the expected behavior?
to catch the end event on each phrase end

What went wrong?
sometimes the end event is not fired

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 65.0.3325.181  Channel: stable
OS Version: 10.0

Thanks for filing the issue!

Unable to reproduce the issue on reported chrome version 65.0.3325.181 and on the latest 67.0.3393.0 using Windows 10 with the below mentioned steps.
1. Launched Chrome
2. Opened synth.html file in a new tab.
3. Inspected the page -> console.
We observed the Expected and actual were same i.e., 10. Attaching the screen shot of the same.

@Reporter: Could you please have a look at the screen shot and let us know if anything missed. Please check the same in a new profile and let us know if the issue still exists.

Thanks for your comment. I'm trying the test page on a mac: the problem is reproducible at the 2nd or 3rd refresh, waiting each time for the end of the test. This problem is not reproducible in safari, where refreshing the page I'm always getting 10 results

Tested the issue on chrome reported version 65.0.3325.181 using Windows-10 with steps mentioned below:
1) Launched chrome version, dragged and dropped the .html file provided in comment#0
2) On initial loading of the page 10 events got fired, on reloading the page 6-7 event values got fired
Observations: Tested the issue on latest chrome# 68.0.3399.0 and chrome# 60.0.3112.0
-> For chrome# 68.0.3399.0, on initial loading 10 events got fired, on reloading the page 6-7 event values got fired
-> For chrome# 60.0.3112.0, on initial loading only 5-6 events got fired

@Reporter: Please find the above observations and provide your feedback on it which helps in further triaging it in better way.
