Regression : Unwanted movement of blue line under tab heading is seen in 'Application' section of devtools.

Issue description

Chrome version: 67.0.3388.0 (Official Build)  Revision	8bc8a7968d90763c45cf7db09c45058afe2540f4-refs/heads/master@{#547923}(32/64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1,10.13.4)

What steps will reproduce the problem?
1. Launch chrome,navigate to NTP and open devtools
2. Go to 'Application' section and click to expand 'Cache storage' and open 'newtab-static...'
3. Now click on 'Preview' or 'Header' and then click on all items and observe
 
Actual: Unwanted movement of blue line under tab heading is seen after clicking on items under 'Path' 
Expected: Unwanted movement of blue line under tab heading should not be seen after clicking on items under 'Path' 

This is regression issue, broken in ‘M 67’ and below is the bisect info :
Good build: 67.0.3371.0  (Revision: 543279).
Bad build: 67.0.3372.0 (Revision: 543592).

You are probably looking for a change made after 543546 (known good), but no later than 543547 (first known bad).

Thanks for the report.  There was not a simple solution to address this, and it is low priority.  Closing as WontFix.
