Regression: ’Thumbnails removed’.’Undo’, ‘Restore all’ and (x)cross buttons are not shown on NTP in full-screen.

Issue descriptionChrome Version:66.0.3359.81 (Official Build) Revision fb2352fc7d3d530687ff90d6ccc195efd640c1a7-refs/branch-heads/3359@{#569} (32/64-bit) OS: MAC(10.12.6). Test URL:https://chrome.google.com/webstore/detail/into-the-mist/mgihmkgobaljfehcadcckdggpeojaadh?utm_source=chrome-ntp-icon Pre-condition:Perform steps in full-screen mode on MAC. Steps to reproduce: 1.Launch chrome and navigate to above URL ad Apply theme. 2.Navigate to NTP and Close(x) thumbnails of listed web page by clicking on cross(‘x’) of thumbnails. 3.Observe the message under the closed thumbnails. Actual Result:’Thumbnails removed’.’Undo’, ‘Restore all’ and (x)cross symbol buttons are not shown. Expected Result:’Thumbnails removed’.’Undo’, ‘Restore all’ and (x)cross symbol buttons should be shown. This is a regression issue broken in “M-65” and using per-revision bisect providing the bisect results, Good Build:65.0.3287.0(Revision:522297) Bad Build:65.0.3288.0(Revision:522666) You are probably looking for a change made after 522427 (known good), but no later than 522428 (first known bad).
