Milo reports an error while the build is starting |

Issue descriptionBuilds triggered by luci-scheduler [1] [2] are showing an error while the build is starting: "Failed to fetch step information from LogDog". This is true for both builds triggered by the luci-scheduler service directly and for the builds triggered by another build via scheduler recipe module. After the build starts, the error is gone, but it may confuse some developers. To see the error message, please open attached screenshots: child.png for [1] and parent.png for [2]. Looks like the correspond swarming task is in PENDING state while this error is shown.

Milo relies on buildbucket for canonical information now. The mapping is here: https://cs.chromium.org/chromium/infra/go/src/go.chromium.org/luci/milo/buildsource/buildbucket/common.go?l=62 It appears buildbucket is stating that the build is running when it is in fact pending.
